The other form ofC was designed for PVPGrinding I.E. Blind, Trap, Fear, Stun, and yes even Frost Shk. What the OP is right about is we do need ahange. Shaman are the onlylass I know of that have no true eape ( Ghost Wolf Does NOTount ) or workableC measure. Earthbind is situational and only gives you a short leash, not a measured time in whh to reset the engagement. Frost Shk is minimal inC as it is only a Slowing efft (Hamstring if you will) andannont truly beompared to Trap or Fear in whh the opponent losesontrol of thierharter.
